Apply through the Consular Services Portal. The Embassy in Islamabad covers Islamabad, Punjab, KPK, Gilgit-Baltistan and AJK. The Consulate General in Karachi covers Sindh and Balochistan.

Since 1 January 2026, master's and doctoral students at a public institution do not need a PAL or TAL. Most other students still need one. Quebec has its own extra requirements.
